In March 2026 the United Kingdom revoked its text and data mining (TDM) exemption — the provision some AI companies relied on to argue that training on publicly available content needed no licence.
It was the most lenient such provision among major markets. Its removal moves the UK closer to the European Union position, where a rightsholder can reserve their works from training.
The practical takeaway. Choosing a jurisdiction no longer protects you: training that looked lawful in one country becomes infringement in another — and the Munich ruling showed the territorial argument no longer works on its own.
